The Office of Quality Assurance has the function advising and assisting the Rector in formulating the University’s guidelines, strategies and development plans on quality management, and to serve as the focal point for organizing and implementing quality management activities, including: developing, maintaining and improving quality assurance and accreditation activities; conducting inspections and assessments of foreign language proficiency and other competencies; researching and developing assessment and testing products; and providing training and professional development in quality management.

To formulate strategies, policies, plans, regulatory documents and guidelines on educational quality assurance (QA), educational accreditation (EA), and assessment and testing.

To organize the implementation of strategies, policies, plans, regulations and guidelines on quality assurance and accreditation of the institution and academic programs; to serve as the focal point for building and developing a quality culture within the University; to guide, monitor and inspect the fulfillment of quality assurance conditions and higher education institution standards; to organize and coordinate the collection of stakeholder feedback for quality assurance and improvement; to manage and supervise the operation of the University’s QA network, information system and QA database; to compile statistics and report QA results in accordance with regulations; to study reputable domestic and international university ranking systems and serve as the focal point for implementing activities to meet the requirements for participation in university rankings.

To develop and implement plans and programs for training and capacity building in quality assurance and testing for the University’s staff and other individuals and organizations with demand; to develop learning materials to enhance foreign language proficiency in line with social needs; and to participate in educational accreditation activities as required.

To organize foreign language proficiency assessment examinations and issue certificates in accordance with regulations to meet the needs of the University, students and society; to carry out post-issuance verification of foreign language proficiency certificates; to serve as the focal point for developing joint projects to organize foreign foreign-language certification examinations; to compile statistics and report on joint organization of foreign foreign-language certification examinations in accordance with regulations; and to coordinate the marking of entrance examinations for the University and for educational institutions, units and organizations with demand.

To research, develop and improve test items and test formats for competency-based assessment and foreign language competency assessment serving admissions, training and graduation benchmarks; to manage standardized item banks in accordance with regulations. To conduct research, cooperation and transfer of experience, technology and products in quality assurance and testing; to organize conferences and thematic workshops related to quality assurance, testing and foreign language testing; and to provide policy consultancy related to quality assurance, testing and foreign language testing.

To coordinate with the Office of Science, Technology and Development Cooperation and other units of the University in building and expanding cooperation with domestic and international quality assurance, accreditation and testing organizations.

The Head and Deputy Heads of the Office of Quality Management are authorized to sign certain types of documents and papers under the authorization of the Rector.

To perform other tasks assigned by the Rector.

♦ Scientific research
- Completed more than 20 projects at different levels (ULIS, VNU, MOET).
- Writing reference books, specialized reference books and book sections.
- Published nearly 100 articles in the Internal Foreign Language Magazine, Yearbook, Scientific Magazine of ULIS - VNU, International Scientific Magazine.
- Besides, the center’s staff members have many articles at domestic and foreign conferences and seminars.
♦ Training
- Participated in teaching English, Russian, French at undergraduate and post graduate levels, organized seminars and workshops on teaching methods, testing/assessment at several universities.
- Supervised, evaluated many undergraduate and post-graduate graduation theses in English, Russian, French and Chinese.
- Participated in compiling programs and teaching Chinese on TV.
- Participated in teaching full-time students of VNU, students of English training programs under the strategic duties of VNU and learners of different training systems of VNU.
- Participated in teaching the International Partnership program with Southern New Hampshire University.
- Participated in teaching post-graduate students of VNU’s member universities and courses of professional development for teachers in the framework of 2020 Project.
♦ Tasks for educational quality assurance (from 2008 to 2016)
- Opened quality assurance website of the university in December/2009, updating information of quality assurance of ULIS, VNU and MOET.
- Contributed to increasing the awareness of key staff members, teachers and officers of the functional units in the university through activities of self evaluation, training programs for high school teachers, undergraduate teachers in English, Chinese, Russian, French and mid-term evaluation of training units.
- Deployed self-evaluation for B.A training programs, fast-track B.A programs, M.A of other different majors in the university.
- Constructed and deployed the project to get feedback from learners on teaching activities of lecturers in the full-time training programs of ULIS – VNU. Got annual feedback from learners from 2010 up to now.
