The Personnel Organization Office has the function of advising and assisting the President on the personnel organization of the University.

  • Research and develop human resource fostering plans in accordance with the University’s development strategy. Prepare plans to select permanent employees to meet the development needs of the University, report to VNU to approve job positions.
  • Form the organizational structure, functions and tasks of all departments of the University. Prepare documents on personnel organization and submit to the President to sign and issue.
  • Coordinate with other departments to develop and implement plans for training and fostering capabilities, relevant skills of lecturers, teachers, researchers and staff to meet the development needs of the University.
  • Organize the recruitment of officials and employees in accordance with the regulations of the State and VNU.  Arrange staff to work at suitable positions. Perform procedures to consider appointment of positions under the authority of the President.
  • Implement promotion and change of professional titles of staff.
  • Implement procedures for appointing officials and employees, contract officials to go study travel and visit at home and abroad, extend the time for studying and working, and receive foreign officials to return home.
  • Coordinate with other departments to carry out internal political protection.
  • Perform salary, allowance, retirement and other policies for officials, employees and contract staff.
  • Coordinate with the Finance & Planning Office to implement the work of social insurance, health insurance, unemployment insurance for officials, employees and contractual officers.
  • Perform the duties of the Standing Committee of the Emulation and Reward Council. Perform the work of rewarding and disciplining officials, employees and contractual officers.
  • Carry out the annual assessment of employees.
  • Coordinate with other departments to carry out tasks related to the rear army policy.
  • Manage and keep records of officials, employees and contractual officers according to the current regulations of the State and the University.
  • Collaborate with the Center for Information Technology – Communication and Learning Resources in saving staff information on the University’s Information Portal.
  • Guide and urge other departments to implement relevant quality accreditation standards.
  • The Director of the Office is authorized to sign a number of papers.
  • Perform other tasks assigned by the President.
  • 2009: Received the Third Class Labor Medal.
  • Received Certificate of Merit from Director of VNU for the 2009 – 2010, 2014 – 2015 and 2016 – 2017 academic years.
  • Received VNU Emulation Flag for the 2015-2016 academic year.
  • For many years, it has received the title of excellent labor collective.
  • Received excellent achievements in the patriotic emulation movement in the period of 2010 – 2015.
