The Office of Governance and Compliance is organized into 05 specialized units:

The Personnel Organization Office has the function of advising and assisting the President on the personnel organization of the University.

- Assist the Rector in administering and managing the operations of the University of Languages and International Studies (ULIS): develop the working schedule of the Executive Board; compile and formulate the University’s working programs and plans; organize the monitoring and supervision of the implementation of the University’s action plans and programs as well as the conclusions and directives of the Rector; prepare plans, contents, reports, documents, facilities, technical conditions and other necessary conditions within the assigned scope of work to serve the Rector’s working sessions with units, staff and employees, learners within the University, and external guests; act as the focal point to guide units in organizing the Staff and Employees’ Conference and the Annual Review Conference.
- Organize the implementation of general affairs, statistics, administration, clerical and archival work in accordance with State and University regulations; appraise the format and technical presentation of the University’s documents before submitting them to the Rector and Vice Rectors for signing and promulgation; act as the focal point for managing and archiving confidential documents in accordance with the regulations of the State, Vietnam National University, Hanoi (VNU), and the University.
- Act as the focal point in preparing the annual review reports and periodic operational reports of the University; certify true copies from originals of documents, diplomas and certificates issued by the University; issue extracts or copies of documents related to the University; authenticate signatures of staff under the University’s management to settle lawful matters in accordance with current regulations.
- Manage facilities and working conditions in the area of the Executive Board, meeting rooms and conference rooms in Buildings A1 and A5; ensure transportation and organize protocol/reception work of the University; manage all types of seals of the University (except seals of Party organizations, mass organizations, and signature seals) and use such seals in accordance with State regulations.
- Act as the focal point in administrative procedure reform and the application of information technology in administrative and office work; deploy the management of electronic documents, digital signatures, digital certificates and authentication of digital signatures in electronic transactions and other forms serving the management, administration and administrative reform of the University. Act as the focal point in managing the HEMIS software of the Ministry of Education and Training (MOET).
- Develop plans, guide the organization, and inspect and supervise information, communication and propaganda activities within the University; organize the production of news articles and promotional videos for the University’s image and brand; compile and publish other communication products and publications; provide information about the University to units inside and outside VNU and to press and media agencies; manage and operate the University’s English and Vietnamese websites and carry out the University’s brand governance.
- Act as the focal point in formulating and guiding the organization, inspection and supervision of the implementation of strategies, master plans, plans and policies on human resource development, organizational structure, inspection and legal affairs of the University.
- Develop internal management regulations on organization, personnel, inspection and legal affairs of the University; guide the organization of implementation and inspect and supervise the enforcement of internal regulations and legal provisions regarding organization, personnel, inspection and legal affairs.
- Guide, inspect and supervise the work of organization, personnel, inspection and legal affairs within the University to ensure compliance with the University’s regulations, VNU’s regulations and the law; organize the implementation of inspection activities according to plans and conduct ad hoc inspections.
- Carry out organizational and personnel work of the University: develop schemes for adjusting, rearranging and developing the organizational structure of the University (establishment, dissolution, merger of units; appointment and reappointment; settlement of regimes and policies for staff and employees, etc.).
- Carry out the work of internal political security of the University; serve as the standing unit for citizen reception; handle complaints and denunciations; serve as the standing unit for anti-corruption work of the University.
- Participate in reviewing, examining, appraising and handling the system of legal normative documents; act as the focal point for disseminating legal normative documents and the University’s administrative management documents; give opinions on the legal status of documents before, during and after promulgation.
- Organize the implementation of evaluation and classification of staff and employees; commendation and discipline of staff and employees; perform secretariat tasks for the University’s Initiative Council, Staff Evaluation and Classification Council, and Emulation and Commendation Council.
- The Head and Deputy Heads of the Department of University Administration are authorized by the Rector to sign certain types of documents.
- Perform other duties as assigned by the Rector.

- 2009: Received the Third Class Labor Medal.
- Received Certificate of Merit from Director of VNU for the 2009 – 2010, 2014 – 2015 and 2016 – 2017 academic years.
- Received VNU Emulation Flag for the 2015-2016 academic year.
- For many years, it has received the title of excellent labor collective.
- Received excellent achievements in the patriotic emulation movement in the period of 2010 – 2015.
