The Personnel Organization Office has the function of advising and assisting the President on the personnel organization of the University.

  • Organization affairs
  1. Liaise with other units in the University to build the organizational structure, functions and tasks of the University and its units.
  2. Develop projects to adjust, rearrange and develop the organizational structure of the University such as: establishment, dismantlement and merger of the units to suit the functions and tasks of the University in each specific period.
  3. Develop, adjust, supplement, promulgate or abolish internal regulations of the University (except for documents of separate professional nature of the functional units) to ensure good implementation of the regulations and general work of the University.
  • Personnel affairs
  1. Research and develop human resource development planning in accordance with the strategic development plan and school year plan of the University. Prepare annual staffing plan to meet the development needs of the University, report to VNU for approval according to approved job positions.
  2. Organize and coordinate with other units in the University to develop and implement training plans, foster and develop a team of managers, lecturers, high school teachers, researchers and staff with professional capacity and quality to meet the development needs of the University.
  3. Liaise with other units to organize public employee recruitment; signing working contracts with successful candidates in accordance with the regulations of the State, VNU and the University.
  4. Liaise with other units to organize recruiting contracted and seasonal employees; signing labor contracts, seasonal contracts with successful candidates in accordance with the regulations of the State, VNU and the University.
  5. Advise on the arrangement, mobilization and rotation of cadres in a reasonable manner, effectively using the staff of the University.
  6. Advise on the appointment, re-appointment, dismissal and resignation of leadership positions under the management of the President.
  7. Liaise with other units to deploy promotion and change of professional titles according to the decentralized authority.
  8. Liaise with other units to implement the payroll system, allowance regime, pension policy and other policies for cadres, civil servants and contract employees in the University.
  9. Liaise with other units for the implementation of social insurance, health insurance, unemployment insurance of cadres, civil servants and contract employees in the University.
  10. Perform the duties of the Standing Committee of the University’s Emulation – Commendation Council. Liaise with other units to implement rewarding and disciplining cadres, civil servants and contract employees in the University.
  11. Liaise with other units for the annual evaluation of cadres, civil servants and contract employees.
  12. Perform procedures to send cadres, civil servants and contract employees on domestic and foreign working trips, extend working & study time, admit cadres coming back from abroad.
  13. Manage and keep records of cadres, civil servants and contract employees in the University; carry out statistical work in accordance with current regulations of the State and the University.
  • Internal political protection work in the University
  1. Coordinate with other units in the University to carry out work related to military rear policy.
  2. Coordinate with the Center for Information Technology – Communication and Learning Materials in implementing the declaration of staff information on the University’s staff portal.
  3. Coordinate with other units in the University to implement relevant quality accreditation standards.
  • The Director of the Personnel Organization Office is entitled to sign a number of documents as prescribed by the President.
  • Perform other duties assigned by the President.
  • 2009: Received the Third Class Labor Medal.
  • Received Certificate of Merit from Director of VNU for the 2009 – 2010, 2014 – 2015 and 2016 – 2017 academic years.
  • Received VNU Emulation Flag for the 2015-2016 academic year.
  • For many years, it has received the title of excellent labor collective.
  • Received excellent achievements in the patriotic emulation movement in the period of 2010 – 2015.
