The 70th anniversary celebration of the establishment of the faculty of Russian language and culture and the Official Ceremony for receiving the Prime Minister’s Certificate of Merit
On November 15, 2025, the University of Languages and International Studies, Vietnam National University, Hanoi (ULIS – VNU, Hanoi), solemnly held the 70th Anniversary Celebration of the Establishment of the Faculty of Russian Language and Culture. The event also featured the official ceremony for receiving the Certificate of Merit from the Prime Minister of the Socialist Republic of Vietnam, honoring the Faculty’s substantial contributions to education, scientific research, and the promotion of Vietnam-Russia cooperation and cultural exchange over the past seven decades.

Established in 1955, the Faculty has served as a foundational pillar in Russian language training in Vietnam, successfully graduating tens of thousands of alumni who now occupy key roles globally. This prestigious award recognizes the Faculty’s outstanding achievements and affirms the dedication of all generations of faculty and students, motivating the Faculty to continue its tradition of “Solidarity – Creativity – Integration – Development” as it maintains its leading role in preserving and disseminating Russian language and culture and serving as a vital bridge to strengthen the traditional friendship between the two nations.



The solemn ceremony welcomed a distinguished delegation of attendees. On behalf of ULIS-VNU, the event was graced by the participation of the collective University Leadership, former leaders, and representatives from affiliated units. From the Faculty of Russian Language and Culture, attendees included the current leadership team, faculty, staff, students, alumni, and former educators. The list of distinguished external guests comprised: H.E. Mr. Bezdetko Gennady Stepanovich, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Vietnam and his spouse; H.E. Mr. Vladimir Vladimirovich Baravikov, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Vietnam; Ms. Doan Thi Xuan Hien, former Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Republic of Kazakhstan; Ms. Zubsova Elena Robertovna, former Director of the Russian Center for Science and Culture in Vietnam; Mr. Nguyen Dang Phat, Secretary-General of the Vietnam – Russian Federation Friendship Association and Editor-in-Chief of Bach Duong Magazine; Prof. Dr. Sc. Nguyen Dinh Duc, Member of the 10th Central Committee of the Vietnam Fatherland Front, and Vice President of the Vietnam Mechanics Association; Ms. Nguyen Thi Hai Yen, Minister of International Cooperation and Mutual Judicial, Criminal Assistance, Supreme People’s Procuracy; and representatives from international organizations, key partners, businesses, universities, academies, educational and scientific organizations, and representative offices of Russian universities in Vietnam, alongside scholars, Russian philologists, and representatives from press and media agencies.




The celebratory proceedings commenced with a vibrant “Russian Pattern Fashion” show, highlighting Russian cultural aesthetics. Dr. Pham Duong Hong Ngoc, Head of the faculty, delivered the opening address, affirming the Faculty’s commitment to excelling as a premier research and training center. The highlight was the official Award Ceremony, where Dr. Do Tuan Minh, Chairman of the ULIS Council, conferred the Prime Minister’s Certificate of Merit, praising the Faculty’s academic excellence and role in the Vietnam-Russia strategic partnership, and encouraging future innovation. H.E. Ambassador Bezdetko Gennady Stepanovich emphasized the rising demand for Russian-speaking specialists in critical sectors like energy and technology, reinforcing strong bilateral cooperation. The formal event concluded with a sincere tribute to former Faculty leaders, followed by the elaborate “70 Years – The Development Journey” art program and various cultural activities and receptions.
