According to this declaration, Vietnam National University stands at the first place, the University of Da Nang stands at the second place, Hanoi University of Science and Technology stands at the third place followed by FPT University, Can Tho University, University of Economics Ho Chi Minh City, etc.

Although all of the member institutions of VNU, Hanoi are not listed as individual institutions like University of Da Nang, member universities of VNU, Ho Chi Minh City are placed individually.
