The Office of Research and Partnerships has the function of advising and assisting the Rector in formulating guidelines, strategies and development plans, and serving as the focal point for organizing and implementing scientific research, innovation, knowledge transfer, and domestic and international development cooperation activities of the staff, lecturers, teachers, and learners of the University.

• To formulate and organize the implementation of policies and strategies on scientific research and science and technology development; regulations and guidelines on the organization and management of scientific research, innovation, and intellectual property; and long-term, short-term, annual and ad-hoc plans on scientific research and innovation of the University.

• To formulate and organize the implementation of policies, strategies, plans and activities on development cooperation between the University and training institutions, research institutions, local authorities, state agencies, and domestic and international organizations, in order to promote the image and enhance the prestige and position of the University.

• To formulate and organize the implementation of scientific research programs and projects at all levels; domestic and international cooperative research projects, schemes and investment projects in science and technology, innovation, connectivity, community engagement and knowledge transfer. To propose contents for professional development, training, practical experience and academic exchange activities; to coordinate the organization, implementation and management of training courses, workshops, seminars and thematic conferences to enhance scientific research and innovation capacity for staff, lecturers and students.

• To organize the registration, management, support, appraisal and evaluation of scientific research, innovation and start-up products of staff, lecturers, teachers and students in accordance with regulations; to propose commendation and handling of violations in scientific research, innovation, start-up activities and intellectual property.

• To create a favorable working environment; to organize communication and promotion of activities, products and achievements in scientific research, innovation and start-up; to organize conferences, forums and contests on scientific research, innovation and start-up; to mobilize social resources for scientific research, innovation and start-up activities; and to support the implementation and practical application of ideas and products.

• To organize the management, acceptance and exploitation of results; to coordinate the publication of monographs, reference books, science and technology products and other intellectual assets; and to carry out intellectual property registration.

• To act as the focal point for organizing and co-organizing scientific conferences and workshops at all levels of the University; to coordinate the development of scientific information and documentation networks inside and outside the University; to support the operation of professional communities; and to coordinate the development and management of academic profiles of lecturers and staff.

• To act as the focal point for developing plans and preparing protocol, logistics and necessary conditions for organizing incoming and outgoing domestic and international delegations, and for organizing the signing of cooperation agreements with agencies, organizations and partners at home and abroad.

• To act as the focal point for receiving, managing and attracting foreigners to work and study at the University; to develop plans and prepare contents and procedures for the University’s delegations to work and conduct enrollment promotion abroad; to carry out procedures for permission to organize international conferences and workshops; to act as the focal point for receiving projects funded or sponsored by foreign partners; and to monitor the process and implementation of domestic and international cooperation activities of units within the University.

• To act as the focal point for implementing the National Foreign Language Education Support Channel (ULIS Connect), the Scholar–Employer Connection Scheme (ULIS Hub), and activities in training, professional development, knowledge transfer, services and community engagement.

• To organize the editing and publication of the University’s Journal on a regular basis and according to the University’s plan; to publish supplementary issues and special issues; to publish new scientific research works in the fields of foreign language education, linguistics, international studies and social sciences and humanities; to build a forum for information exchange among scholars, scientists and readers interested in the Journal’s fields; to introduce notable scientific research results related to the Journal’s fields; to organize a network of collaborators to develop and improve the quality of the Journal; and to cooperate with press agencies, publishing houses, organizations and scientists at home and abroad to develop the Journal.

• To perform other tasks assigned by the Rector. The Head and Deputy Heads of the Office of Science, Technology and Development Cooperation are authorized to sign certain types of documents and papers under the authorization of the Rector.

• Received Certificate of Merit from Minister of Education and Training (1997);

• Received Certificate of Merit from Deputy Minister of Public Security for achievements in national security protection (2013);
• In 2016: Promulgated the Regulation on management of cooperation and development activities of ULIS- VNU (No. 666 / QD-DHNN dated on January 25th, 2016);
• In 2016, 2017: Organized Development Cooperation Conferences;
• In 2018: Issued instructions for organizing conferences, workshops, seminars and professional fostering sessions (800 / HD-DHNN dated on August 15th, 2018); Guided, managed and supported overseas students at ULIS – VNU (801 / HD-DHNN dated on August 15th, 2018); Guided, managed and supported foreign experts (802 / HD-DHNN dated on August 15th, 2018).
