With continuous attempt to generate an original high-quality forum on researching foreign countries, on December 9th, 2016, Ministry of Information and Communications licensed University of Languages and International Studies, Vietnam National University, Hanoi (ULIS – VNU) to publish a printed magazine. On January 1st, 2017, Mr. Do Tuan Minh, ULIS’s President made a decision to establish the Journal of Foreign Studies.

On the occasion of publishing the first issue, ULIS solemnly held the Ceremony of promulgating the decision to establish the Journal of Foreign Studies on March 16th, 2017..

The ceremony was attended by Prof. Tran Van Nhung – Secretary General of The State Council for Professor Tittle; Mr. Nguyen Van Hieu – Deputy Director of Press Department, Ministry of Information and Communications; Prof. Tran Ngoc Them – President of The State Council for Professor Tittle (TSCPT) in Linguistics; Prof. Le Chi Que – President of TSCPT in Literature; Prof. Vu Dung – President of TSCPT in Psychology; Prof. Nguyen Thi My Loc – President of TSCPT in Education; Prof. Nguyen van Khang – Editor in chief of Language and Life magazine; Colonel, Dr. Do Hong Anh – Vice Director of Military Science Academy; Editor in chief at Military Language Science Magazine; Prof. Nguyen Van Hiep – Director of Linguistic Institute; Prof. Pham Quang Minh – President of USSH (VNU); Prof. Do Viet Hung – Vice President of HNUE; Dr. Tran Huu Phuc – President of University of Foreign Language Studies, The University of Da Nang; Assoc. Prof. Dr. Pham Thi Hong Nhung – Vice President of University of Foreign Language Studies – The University of Hue; Dr. Ngo Tu Lap – Director of Institute Francophone International.

From the side of VNU-HN, Dr. Nguyen Huu Duc – Vice President, the Editor-in-chief of the Journal of Science of VNU-HN; Assoc. Prof. Nguyen Hieu – Director of the Board of Personnel took part in the ceremony.

Form ULIS’s side, there were Dr. Do Tuan Minh – President of ULIS; Assoc. Prof. Ngo Minh Thuy – Vice-president of ULIS; Dr. Nguyen Xuan Long – Vice-president of ULIS, member of edition council of VNU Journal of Foreign Studies as well as some leaders and officers of ULIS’s units.

The ceremony also received the attendances of Professors, Associate Professors, members of The State Council for Professor Title of Vietnam from fields and interdisciplinary ones, leaders and scientists from Universities, Research Institutes and Media Agencies.

The ceremony is started by licensing the school to publish printed press. Mr. Nguyen Van Hieu, Deputy Director of the Press Department of the Ministry of Information and Communication, handed over the license to publish the Journal for the President Do Tuan Minh.

Speaking at the ceremony, President Do Tuan Minh affirmed that the Journal had become an independent, interdisciplinary scientific journal of the university; ULIS is well aware of the role of this magazine playing in the overall development of the School and, above all, the responsibility of developing a quality science exchange forum with unique identities for both domestic and foreign scientists to publicize studies in the field of languages, teaching foreign languages, international studies in general and linguistic issues, country studies of each country in the world in particular.

The President also believed that with the extensive experience, professionalism and seriousness of the Journal Edition Council, with the commitment of VNU’s and ULIS’s leaders to ensure all the necessary conditions for the sustainable development of the journal. Therefore, it would attract many local and foreign scholars to share their unique findings and would also provide readers with updated and useful scientific information.

On behalf of the edition council of the journal, editor-in-chief, Lam Quang Dong said that the Foreign Research Journal would help academic staff inside and outside the school to have an additional address to publish their research on Linguistics, language and foreign language teaching, international studies and some related social sciences and humanities. With a clear purpose and guideline, the Foreign Research Journal will be the place where cadres continue to devote their intellect and dedication. Assoc. Prof. Dr. Lam Quang Dong also called on scientists inside and outside the university to contribute their intellectual contributions, write articles and publish their scientific papers in journals.

Deputy Director of VNU – Prof. Nguyen Huu Duc expressed the joyfulness because a special issue of the VNU Journal of Foreign Studies began to operate as an independent science magazine established by the ULIS – VNU. With the close leadership from many levels of leaders, the dedication of the Edition Council and the contributions of many teachers, the magazine will be growing and creating a strong brand in the profession. He also affirmed that VNU would support and give favorable conditions for the development of the magazine to meet the growing demand for scientific research development.

In the ceremony, Prof. Tran Van Nhung – Secretary-General of Governmental Professor Tittle Council – gave the university compliments and many valuable contributions to the journal. He expected the journal would enhance internationalization of the articles so that they would be posted on international reputable science magazines.
