Closing Ceremony of the 2025 Lao Language Training Course for Officers of the People’s Public Security
On December 12, 2025, the University of Languages and International Studies, Vietnam National University, Hanoi (ULIS–VNU) in collaboration with the Department of Training, Ministry of Public Security, solemnly held the Closing Ceremony of the Lao language training course for staff and teachers of the School of Culture – Ministry of Public Security, as well as officers of the People’s Public Security from border provinces. The course was conducted from September to November 2025.

The course was implemented in accordance with Resolution No. 71–NQ/TW dated August 22, 2025, issued by the General Secretary, which emphasizes strengthening the teaching and learning of foreign languages, particularly the languages of neighboring countries. At the same time, the program provided participants with opportunities to consolidate their Lao language proficiency, broaden their cultural understanding, and promote exchanges and cooperation between Vietnam and Laos.
Attending the ceremony on behalf of ULIS–VNU were Dr. Hoa Ngoc Son – Vice Rector; Prof. Dr. Nguyen Lan Trung – President of the Linguistic Society of Vietnam / President of the ULIS Alumni Network; MA Nguyen Thi Lan Huong and Dr. Luu Manh Kien – Deputy Heads of the Office of Science, Technology and Development Cooperation; MA Khoa Anh Viet – Deputy Head of the Office of Academic Affairs and Student Affairs; MA Nguyen Thi Van Chi – Deputy Head of the Faculty of Vietnamese Language and Culture & Southeast Asian Studies; along with lecturers and staff involved in the course.
Representing the Department of Training, Ministry of Public Security, were Senior Colonel Hoang Dai Nghia – Deputy Director of the Department of Training; Lieutenant Colonel Bui Thanh Dat – Head of the Division of Training Management and Continuing Education; Lieutenant Colonel Do Thi Huyen Lan – Principal of the School of Culture; and especially the 54 trainees who successfully completed the course.

In his remarks, Dr. Hoa Ngoc Son congratulated the trainees on their successful completion of both the basic and advanced Lao language training courses. He emphasized that the results achieved were clear evidence of the trainees’ perseverance, serious learning attitude, and strong determination. He expressed his hope that the trainees would continue to apply the knowledge gained effectively in their professional work and serve as bridges to enhance mutual understanding, exchange, and cultural connection between the Vietnamese and Lao peoples. He also expressed his wish that the cooperation between ULIS–VNU and the Department of Training, Ministry of Public Security would continue to grow stronger and more effective, with many practical training programs in the future.

At the ceremony, Senior Colonel Hoang Dai Nghia extended his congratulations to the trainees and highly appreciated the close cooperation between the Department of Training and ULIS–VNU in organizing and implementing the program. He emphasized that in the context of deep international integration and rapid global economic development, improving foreign language proficiency—especially in the languages of neighboring countries—has always received special attention from the Party, the State, and the Politburo. This not only meets the operational requirements of the public security force in the new situation but also contributes to promoting cooperation, exchange, and preserving the traditional friendship between Vietnam and Laos.

On behalf of the staff, teachers, and officers of the Department of Training, Senior Colonel Hoang Dai Nghia expressed sincere thanks to the university leadership and all lecturers for their dedication and support throughout the course. He also conveyed his best wishes for health and success to the lecturers and expressed his hope for continued cooperation with ULIS–VNU in future training and professional development programs.
Continuing the program, MA Nguyen Thi Lan Huong, Deputy Head of the Office of Science, Technology and Development Cooperation, announced the decisions on commendation for trainees with outstanding academic performance and the decision recognizing course completion for all participants.

Representatives of the two institutions presented Certificates of Merit and Certificates of Completion to the trainees.



Representing the trainees from the School of Culture – Ministry of Public Security, Ms. Nguyen Thi Tuyen expressed her deep gratitude to the lecturers of ULIS–VNU for their dedication and enthusiasm in teaching. She also expressed her wish to continue improving her Lao language skills in order to further contribute to strengthening the traditional friendship between the two countries.

Representing the trainees who are officers of the People’s Public Security in border provinces, Mr. Ngan Ngoc Tan also expressed his sincere appreciation to the lecturers and supporting staff. He shared that the course provided practical and valuable knowledge for real-world tasks, especially in communication, coordination, and mission implementation in border areas.

On behalf of the 54 trainees, Mr. Ngan Ngoc Tan presented bouquets of flowers to the leadership representatives of ULIS–VNU.

The second part of the program featured stage performances highlighting Lao language and culture, with many impressive acts recreating traditional cultural elements of the Land of a Million Elephants. All performances received enthusiastic applause from the audience, and the Organizing Committee awarded prizes to the most outstanding acts. Finally, delegates participated in experiential activities and explored Lao cuisine.


The ceremony concluded with a commemorative photo session between ULIS–VNU and the Department of Training, Ministry of Public Security, marking the successful completion of the training course and opening new opportunities for future cooperation.
