Exchange with the High-Level Delegation from Perm Krai, Russian Federation
On March 23, 2026, a high-level delegation from Perm Krai (Russian Federation) visited and held an exchange with students at Vietnam National University, Hanoi. Leaders, staff, and students of the University of Languages and International Studies (ULIS) participated in the program.

Representing ULIS were Vice Rector; Mr. Hoa Ngoc Son,Head of the Faculty of Russian Language and Culture; Ms. Pham Duong Hong Ngoc along with faculty members and students of the Faculty.

Representing the high-level delegation from Perm Krai was Mr. Dmitry Nikolayevich Makhonin, Governor of Perm Krai, together with members of the delegation.

The exchange program created practical opportunities for cooperation and enabled students to access new perspectives, thereby further strengthening the strong friendship between the two countries. The event was not only a meeting but also a platform for academic dialogue, where knowledge, experience, and development visions were shared

During the program, delegates and students watched an introductory video about the University of Languages and International Studies – one of the leading institutions for foreign language education in Vietnam. This was followed by a video introducing the Faculty of Russian Language and Culture, the unit directly responsible for training students and implementing international cooperation programs, thereby highlighting the University’s role in promoting academic exchange and Vietnam–Russia cultural connections.

Continuing the program, a representative of the Perm Krai delegation delivered a speech, sharing future directions for cooperation and expressing the desire to further strengthen connections in the fields of education, training, and youth exchange between the two sides.

The shared content not only provided practical perspectives on cooperation potential but also inspired students to broaden their knowledge and orient their personal development in an international environment.

One of the highlights of the program was the Q&A session between students and the delegation. This provided ULIS students with an opportunity to ask questions and gain deeper insights into learning and research environments, as well as future cooperation prospects. The discussion was lively, reflecting students’ strong interest in academic and international collaboration opportunities.
The exchange left a positive impression of the spirit of friendship and cooperation between Vietnam and the Russian Federation, while continuing to affirm the role of ULIS in particular, and Vietnam National University, Hanoi in general, in promoting academic connectivity, cultural exchange, and expanding international cooperation.
